The Kelsch Law Firm has been engaged in the general practice of law and its trade area
since 1919. It is also the successor to the Sullivan Law Firm, which goes back before
the First World War.
Located in Mandan on the west bank of the Missouri River across from the State
Capitol, the Firm maintains an extensive administrative law and governmental affairs
practice before state agencies and the North Dakota Legislature. The Legislature
meets in Bismarck biennially and operates in the interim through a full-time Legislative
Council and interim committees.
The Firm's attorneys are general practitioners and offer a broad range of services
which are grouped under three primary areas: Business and Real Property, Litigation,
and Government and Environmental Affairs.
The Firm has an "A.V." rating (Martindale-Hubbell). It is the only North Dakota Member
of MERITAS (formerly known as Commercial Law Affiliates (CLA) which is a world-wide
affiliation of more than 170 mid-size business and litigation law firms involving more
than 6,600 attorneys in 266 principal cities in 60 countries on 6 continents. Meritas
is the world's largest law firm affiliation with member ferms invited on the basis of
reputation, ethical standards, legal knowledge and peer review, and must meet on-going
quality control criteria.
The Firm has provided contract lobbying services since 1967. It has served corporate
clients interested in the areas of telecommunications, taxation, financial institutions,
transportation, energy development, liability reform, utility regulation, waste management,
health care, gambling, general business, and employer issues.
In 1975, the Firm was retained by the Public Service Commission to draft the rules
and regulations implementing the North Dakota Energy Conservation Plant and Transmission
Sitting Act, and it conducted the Commission's hearings under the Act in 1978 and
subsequent updating of the regulations and the inventories of exclusion and avoidance
areas. The Firm also drafted the reclamation laws and Thomas F. Kelsch was appointed
Commerce Counsel for an interim period.
